Also someone of 4chan said that Georgia’s artist did Belfast’s CNY skin and cited the CN wiki for Azur Lane so I don’t know what to make of it.

It's not kisetsu, it's yoyo2doggness. The CN Wiki credits them and they shared some early sketches on their weibo
