What're you talking about Bowser? Early on, you only took 20 fireballs to drop. That's before you went with even dumber plans like smashing a breakable floor until you fell through or planting bombs that could kill you in just three hits around your arena to fight Mario in.
The more damage you take, the easier it is to launch you. Dodging and shielding are important.
In that case, (old) Bowser would have a point in not dodging since he could just use a high enough priority attack to just punch the fireball out of the air.

Even his 20 fireball incarnation had the dumb idea of fighting on a bridge over a lava moat with a convenient axe lying right next to said bridge's supports.
(Unless, I dunno, that was his anti-Super-Star-Mario contingency? Still kinda dumb though.)

Yeah, if that was the plan, he should have used it on regular mario too.
