With my mom holding her job as a judge for some 10+ years, my dad one of the enforcers of those laws before both of them retired, I would say I know a bit or two about it keeping people in line or not.

The joke is that written law keeps law abiding people in check. As you probably know, criminals by definition will still do crime regardless of what the written law says. That is why your mother and father had a career. Criminals still need to be brought in by people like your father, and the law applied by people like your mother.

EDIT: Judging by the downvotes, apparently some people actually believe criminals just cease crime all on their own... such innocence.

Maybe it's just me but I find it funny that not once does Gamby open her eyes (though it could be reasoned that she has her eyes open in the third panel).
