IIRC, Rimuru technically could do this, he just figures trying to replicate sexual organs would be more trouble than it was worth since he'd have to manually morph all that instead of letting his ability do it. Think of it like having an ice cream machine vs having to make your ice cream by hand every single time you wanted ice cream. With how often he morphs between slime and human form, that would become a PITA amazingly fast.

I don't know if people actually get an erogenous reaction from touching that internal part of the anatomy (since supposedly the nerve endings for most of that sensory stuff go closer to the bottom of what is shown there in the lower right frame). Does this slime being just want to check out how that stuff works maybe?

Considering how people who had to be awake for surgery describe it: No way.
It's supposed to feel slimy and weird, like touching an eel, but also like when your stomach is grumbling.
So, mostly slight pain and discomfort.
