I still don't understand why Choukai has been overshadowed so much by her sisters.
Unpopular opinion, but I think she's on the plain side compared the bubbly Atago and the feisty tsundere Maya. Takao probably would have had the same problem if it wasn't for her more voluptuous figure (compared to Choukai) and close association with Atago.

Yes,that is sadly true. Even voluptous girls are overshadowed. Natori and Chikuma comes to mind.

Personalities. Or more like unique characteristics of a character. For example the Unryuu class: they have the most voluptuous figure of all carries, but they don't have an unique feature, like Kaga with her kuudere, Akagi with her glutinousness, wtc.
Take another example: Pola and Zara. They're both pretty much alike in body figure and such, but Pola is more popular that her sister because her drunkenness. That's why the majority of the Fubuki and Mutsuki class are pretty forgettable.
