I'd say Questionable is exactly right. Nipples are covered, so it's not Explicit, but a lot of a female character's chest is exposed (notwithstanding the lack of breast development).

What I'm debating in my mind is whether the loli tag should be there. I've submitted it to the loli/shota check thread, because I just can't convince myself it's okay to remove it.
