This is not the kind of sample that should be flagged, image sample is the right one.
A disruptive enough watermark can make something not worth approving, though. I'd personally consider this one borderline, since the sample tag is large and annoying and it's basically just an advert like this.

That may be the case but my point was that these kind of images being samples isn't a valid flag reason in itself, further specifications are required.
