It's more like an S is someone who feels they have no control over their life, so they try to create the illusion of having control over someone else to satisfy their own unfulfillable need.
An M is someone who craves both the feeling of security gained by having someone else seem to be in control of everything and also attention, and knows that they can get it at any time they choose, even if it's "bad attention", by simply breaking the rules and forcing the S to enforce them to regain their own sense of control in the relationship.
