Just browsed the character list at the Touhou wiki, and nothing turned up. Gotta be a character from outside the Touhou franchise.

The reason why this guy is showing up all the time in conjunction with Touhou is because of a series of Nico videos of a fanmade RPG involving both FF and Touhou.
