Considering the conspiracy a few pages back, this is almost certainly a deliberate ploy. I mean, the Admiral is unconscious and has an IV drip-feed, so she's clearly just getting naked into his hospital bed JUST to piss Kongou off, and Hiei is probably in on it, too. In that scene, Haruna explicitly is saying she wants the Admiral dead so she can have Kongou-oneesama to herself (or rather, collectively with her other sisters). Hence, Haruna is pretty likely to have some sort of ludicrously evil plan to shift blame onto the Admiral, the way that in the previous comic, these same Kongous tried to get Yamashiro to rape the Admiral to interfere with Fusou's relationship.

That isn't from this series, however. This artist does tons of alternate character interpretation, but that's still a different plotline than this one. The scheming scene, however, is in THIS plotline, which means what Haruna said she intends to do has a direct bearing on how to interpret the intentions of her actions in this plot.

Hmmm, looking back at this, Kongou might have unintentionally saved the Admiral's life. We know that he survived the fall so he's still game for the others, but since Kongou walked away musing about her failure, he's still on her mind despite implied repeated rejections.

If Haruna wanted to, she easily could have murdered the Admiral in cold blood while he was barely conscious in the nursery room. She needs to ensure first that her Nee-sama loses interest in him so that his oncoming death means nothing, otherwise she'd dwell on him and mourn his loss.
