At least San Diego has a niche when it comes to tearing planes up and ASW, Naka is just plain useless.

Naka is actually more useful in general gameplay, since she's a light cruiser with good enough kai-ni stats IIRC, and she gets said Kai-Ni at a comparatively lower level than her sisters.
