Is this supposed to symbolize something?

Girl born without a leg due to radiation from bombing at Japan. That's what I think it symbolizes since it's a nuke. Probably be mutation from radiation. That's what I think.

Personally I'm guessing it's simply symbolizing how the greatest victims of war are common civilians like children, who are often completely unknowing of the complex technology that ruin their lives.

Or you know, the glorification and sensationalisation of war and/or its application tend to overshadow those who suffered from it.
