If this is from Fairy Tail, this character has to be either Meredy or Cosmos. I'm going to guess with the latter since, according to the anime, Meredy's eye color is green or pink, while Cosmos' is gray.
Tumblr tags say it's Cosmos, but I couldn't find any tags for her.
