I can't see why that wouldn't be justified, but I'm not sure what you would call it. "animated_overlay"? "animated_still"? "static_subject"? "bad_animation"?
They can be called a Cinemagraph, though those are usually more for repeated movement within a picture.
I tried creating the tag and adding a basic wiki page. Now all that needs to be done is for someone to proof read the wiki and filling out the tag with some entries.
The only question I have is if blinking portraits would count.

I would prefer something a little something obvious and humorously contradictory like not_animated, by which I do not mean that all images that are not animated should have it, but only applies to animated files where no actual animation is present
static eye blinking animations are a little more than that, but I agree they could have a meta of their own. It is a little sad to see a thumbnail of a chibi Kemono friend with the animation symbol and you expect it to move around a little in a cute way, but all it does is blink.

I dunno. Reading more about them, blinking models, photos with slight changes in expression, and character drawings where the hair or clothes wave slightly are also referred to as cinemagraphs. So animated portraits where the characters don't move are definitely a gray area for this one. Otherwise, cinemagraphs seem to be the correct term for what I think you're getting at.
