Because Ido apparently was never able to get her as a drop, therefore they created a robot stand in to 'complete' the set for the base.

This reminds me of the combined finishing cannons of Super Sentai/Power Rangers.

I'm pretty sure that "Kill la Kill" is already using that as a reference to some old-school manga or anime, but I couldn't seem to find any confirmation for that.
