I dunno, I think this is consistent with OG P3 at least. We've been seeing Persona 4 Arena Mitsurus a lot who's an adult so there's growth there to be expected.

Or actually if you look at her actual official P4A arts and sprites, she isn't particularly bigger than this either.

It's the fanartists who always give her bigger breasts in both P3 and P4A because "oldest girl = bustiest" logic. Persona series never really canonically had anyone who's particularly stacked above average.
