That may be so, but put your face right up to the screen, and then look at pictures of Yukari. The same bow. It would have been a lot more obvious to use a small crescent moon, wouldn't it? Multiple bows?
He could have forgotten Patchouli. Maybe Yukari is stalking Reimu who's stalking Marisa.
Though there's also the possibility it's Flandre, if you're sticking strictly to the assumption that it's "Marisa's Harem".

I'd bet money that was Yukari.
As previously stated, pixiv tags say it's Patchouli.

Zoom into the picture, the hair isn't even blonde, and there's a small cresent on the hat, no bow. It's clearly Patchy over there.
