In real life Germany was generally the plucky little underdog, at risk of being subjugated by these vast empires... The finest achievement of Germany was to fight at all.

Still, all these nations have their good points...

I'm guessing the reason for the standoff is due to the notion they can't stretch their legs inside the lumpy thing.

Prussia, the German Confederation, and the North German Confederation were pucky underdogs. But the German Empire was the most populous nation in Europe when it was created, and surpassed Britain as the most industrialized nation in Europe by the beginning of the 20th century.

Prussia and the various German Confederations were valiant underdogs. Imperial Germany is just another bully at the table of the great powers.
