I think the idea is that Suzutsuki doesn't have any sort of grudges for the Abyssals to seize hold of so they ended up using more... direct methods to control her. She's literally a captive in her own body.
Probably why they're starting to look more human than the older ones.
We've had human looking abyssals since forever. Ru-class could dress in normal clothing and no one would notice she's an abyssal lol. And among bosses even in the first year there were a lot of "very pale human girls with spooky weapons" among them.

I think it's just Yoshinori trying to differentiate his abyss designs a bit but not something that changes the explanation of the abyssal's origin.

Makes me wonder if she attempted to escape the Abyss but was chained down by them. She probably broke her Abyssal conditioning early on but they still try to plant it on her.
On the "captive of her own body" quote, I bet she's helpless to stop the Abyssal cannons from firing at the shipgirls. Guess it's use as a means to break and punish her.

Halsey dies a year before Big E gets scrapped.
Why include Abyssal Enterprise in the game?
The devs had the perfect chance to include Abyssal West Virginia but they decided to pass! And WeeVee DID get sunk unlike Enterprise. (Mind you, she got better but still) And... oh yeah... every place the devs could have put in Abyssal Enterprise, they decided on Kaga Hime instead giving rise to my own personal nickname: "Enterprise-Stalker".

The most accurate answer to why we don't have a whiter Gray Ghost is "Not Yet (TM)". Whether or not they want to follow a logical pattern is up to them after all.
