Where is this? If it's in the chapter I mentioned then Yukari would've had to be standing on her tiptoes the whole conversation considering that it does show them quite consistently at roughly the same height. I also think Yukari's bending over slightly but it's not really clear. If anything then Yukari may be about an inch shorter but her hat makes that a little bit unclear.
The latest chapter of WaHH show how mature and charming Okina is, I would love to see more fanart about her (and with Aunn too), gotta admit that Aunn just become the best pet ever.
Remember when Yukari changed from purple dress and eyes (PCB) into wedding dress+tabard and golden eyes(IaMP/IN)?
Could it be that latter was Okina all along and actual Yukari has been on off-scene support with her powers?
This is win-win situation: Okina got her portion of show-off while retaining status of "hidden in plain sight god" and Yukari had her inner troll fed and things done without much moving due to laziness.

WaHH heights are pretty inconsistent, FS is a bit better. That scene did happen but then Yukari is slightly taller than Kasen in the scene where she's all "Don't think any further than that"

I usually take any physical information from FS as canon. I've heard that the artist for that gets her information exclusively from ZUN and wasn't a Touhou fan before FS
