Most likely arcade, since I see what appears to be a screen cabinet in front of them. That and Hibiki looks like she's paying attention to the screen. Maybe Taiko no Tatsujin? I remember ido has drawn these two playing Street Fighter in arcades before Maybe this is a continuation of that but with a different game.
