I'm a little sad Devs decided to implement a British as I was hoping for a Russian DD, namely Tashkent for outrunning Shimakaze jokes.
Is that before or after the jokes that she can only do that when she's unfinished with no weapons mounted and machinery forced about 20% over maximum designed power? Tashkent at standard displacement at rated power might have made a legitimate 40 knot on a really good day.

I mixed her up for the Le Fantasque and Le Terrible class....which was French and can go about 45 knots.

The absolute max they mad on trials was just under 44 for one ship, but then another one only marginally made it past 41 under the same conditions. Regardless those numbers were never attained in service, where they topped out at slightly over 40. They had the same problems really, they made their super high speeds trial runs at significantly less then full displacement and the engines were forced beyond what you'd ever do in service for the highest speeds cited.
It's the same silliness you see with USS Maury making like 42 knots on a trials, yes it nominally happened... when the ship was stupidly light, running in shallow water, and fire walling the engines.

Then there's legends regarding the USS Laffey's speed after her stern got rebuilt following her famous stand, which, while unsubstantiated, I think we can let slide because it's goddam DD-724.

well to be frank, Russian navy is just recent member of the "Combine Fleet" so normally the ones who already join in should getting additional members.
Hence: Germany > Italy > Britain > US > France > Russia
However France somehow did a loophole abuse as they got a Battleship since the 1st French as an AV.
