There's nothing to it. Wo-class has proven to be such an effective leader that everyone else just accepts her leadership without question. Hell, the only reason Admiral Gomasamune is still Admiral is because every base needs slapstick.

And that he's probably taking care of all the nitty-gritty details like resource usage while Wo handles tactics and strategy.
