I haven't played the new game yet, so correct me if I'm wrong but Yukari oversees Gensokyo's inside while Okina makes sure the outside stays out?
If that's the case then Okina hasn't been doing a very good job since several of Gensokyo's current residents (and a few visitors) have been getting through the barrier a lot.
Pretty sure both of them deal with whatever problem there might be regardless of it being isnide or outside, as long as they can do something about it (You can't manage the barrier if you don't have some kind of boundary-like ability like Reimu and Yukari). Yukari intervened with Sumireko's "humaning away" and the western dandelions from outside, Okina was checking if inside everything is alright.
This raises the question on what Kasen's job is, and what makes her worthy of being a sage that somehow helped making Gensokyo. She doesn't like how Gensokyo runs (believing she's on the right side and following "the path of heaven", thus implying Yukari's side is the wrong one to her) so she might want to change the balance sooner or later (bad), she doesn't know anything about the barrier, how it works, or what shape it has despite having some power over it.
Maybe her ability to talk with dragons helped when they had to make a deal with the Dragon God, and nothing more, so she doesn't have an actual duty right now.

Given it's strongly implied she's one of the Big Four, it's likely either your theory about her being the intermediary with Ryuujin is correct, or she got dragged along by Suika (who is Yukari's closest friend).

So, you're forgetting that Kasen monitors the animals and beast youkai of Gensoukyo? Besides, the sages don't have "jobs." They work in the background, maintaining Gensoukyo away from the eyes of both humans and youkai. We don't fully know what the three sages we've seen do, or how many other sages there are, or what those sages do... My point being, there are so many questions surrounding the sages that drawing a conclusion like that is pointless and misled.

One other thing. Regarding her ignorance about the Hakurei Barrier, remember that Gensoukyo itself predates the barrier. Given what she says in WaHH, it's safe to assume that she was against the idea of isolating Gensoukyo from the beginning, and had no involvement in the process.
