If that's the case, then the presence of those Army guys (the ones who got offed by the other admiral) suddenly becomes even more sinister.

That horrible moment when the one piece of untranslated OVA happened to contain the entire biggest piece of foreshadowing and information that would give sense to everything that happened here.
If it's not too much to ask for, somebody please translate the Chekhov's exposition that's happening in that page.
