This is a reason why the Hatsuharu-class and Shiratsuyu-class are smaller than the Fubuki types. To get more ships out of their restricted tonnage. And also why the Asashio class and Kagerō class are much larger ships....they were started after Japan backed out of the London Treaty.

The Kaibōkan type ships were built after Japan removed itself from the Washington and London Treaties in 1936. The first of these ships was laid down in 1938, so they were not treaty restricted anymore. Japan just needed something to keep their destroyers on the front lines rather than protecting fishing boats and whaling vessels. At least until the numbers of destroyers could be built back up to where they wanted them....but by then the Americans and British were sinking them.
