Amusingly, I've heard the same metaphor used in America with regards to cops (by other cops). "Herbivore" cops are the ones that try to talk things down with agitated suspects, while "carnivore" cops will spring to using force at the first sign of trouble.

Herbivore people are those who are more passive and don't take the initiative, and the declining birth rate in Japan has been atributed to "herbivorous men" a few years ago.
