I don't think she'd want to go back to being a shipgirl even if she never met Robba-san. If my impression is correct, she left the life of a shipgirl because of that near-rape incident by her assigned admiral.

It could be nobody believed her either - it would be her word against a superior officer's. Otherwise I don't see them calmly offering dinner along with enlistment orders. Much less in uniform, given how she got triggered there - I don't think Kaga's husband is that kind of bastard.
