It correlate somewhat though, with case like Kojirou (1 star) and Gilgamesh (5 star). At most case, star correlate well with the power they have, and the lore indicate what power they have, mostly.
...If judging from the tale though, she would definitively be a 5 star, normally. But the riyo-lise + immediate lacking of Noble Phantasm (unless she hide it) would make her current form be a 4, at best. Non-riyo though...
Also, she in Rider form would probably be a 4, too. if she truly is what her Noble Phantasm pointed out to be, instead of said, relative. Applied to above too.
In that case, unless she's also combine with some others lore, even being 4 is considered lucky.

It really doesn't. As mentioned earlier servants like Jack or Okita don't match up at all in one direction, and then in the reverse servants like Arash turn into 1*s. Consider the Knights of the Round Table, with Lancelot, Gawain and Tristan as 4*s and Mordred as a 5*. The highest consideration is for the balance of rarity in the game, then their popularity/marketability. The latter is what correlates with the rarity, but it is overridden by the necessity to balance the rarity of servants in a given gacha. All of the knights are at least comparatively strong, but the set of 4*s we were given (Some of which are explicitly the strongest of the Knights) are all added to the gacha at once, and can't ALL be 5*s because of that.
You're connecting strength and rarity, but that's a spurious connection formed by the fact that servants which do big flashy strong things are likely to in turn be popular, and marketable. Cu is popular and really strong, but the introductory gacha needed balance, he gets lowered stars than he probably should have under a straight system. Jack/Okita aren't very strong comparatively in lore, but they're popular and the latter was introduced by herself as a limited servant, 5*s. Gilgamesh is both very strong and very popular/marketable. 5*.

For the Bunny girl Servant, the tweet says a genderswapped Ed Wood, and for the Assassin, a genderswapped J. Edgar Hoover.

Edgar Hoover is that they both are people far after the in-universe cutoff date for being recorded in the Throne of Heroes, and neither of them (in my opinion) did groundbreaking things to improve humanity, unlike heroes mentioned in canon past the cutoff date like The Red Baron and Neil Armstrong.

What's the cutoff date again? Also I also have some personal theory...or rather finding similarity:
-The 3 are related to night life (the bunnygirl and babydoll are obvious, but some story does said that Paul Bunyan is responsable for the Aurora). -The 3 are pretty much unknown from look alone (though IMO I think they are not one singular servant, but rather a culmination of various lore, like the obvious Moon Rabbit from the bunnygirl or this Pauline Bunyan, which I guess, at least, carried the spirit of the giant and someone else) -The 3 are like a negative to their lore (the bunnygirl is pretty bold, and even filmed porn, compare to the modest and self-sacrifice image of the Moon Rabbit. Berserker is typical, and babydoll act more like a corrupt officer than a honey trap)
