No, she is just following directions literally. She sees it as, "Eat this ramen. As a completely unrelated matter, pour that hot water into some unspecified thing without spilling."

O_O So she doesn't even know that ramen is supposed to be eaten AFTER you mix it with water?! Damn, that is seriously sad!

Ha, I've eaten cup ramen like that before.

...and I always end up regretting it. Satisfying the crave for something like chips isn't worth a mouth full of the saltiness and dryness of uncooked cup ramen. It's way different from packet ramen like top ramen or MAMA noodles (which are surprisingly good for this kind of thing).
