The thing about the character designer, Kosuke Fujishima, is that he recycles hair styles and faces a lot but on the other hand, is a great costume designer :D

Take a look at You're Under Arrest, Ah! My Goddess and eX-Driver. A heap of similarities in design with his main characters.
