I think it's just that Cirno's congratulations made Aya feel like it was all so worth it.
I just love how this artist's Aya adores Cirno so much, always finding excuses to spoil her, so being on the receiving end was good for her.

Aya can be paired with a lot of Touhou characters and make it so that they look good together. She's just that awesome.
