It's OK, in spite of being Japanese, they get drawn as though they are "white", so Kuma wouldn't be shot until she actually threw a punch at a cop.

Even if the NYPD did end up shooting the loli with 44's, the most it'll do is tatter her clothes. I'm sure there are plenty Kuma's out there that would be like "lol that's cute. what are y'all gonna do? strip me to death?"
