I figure they just don't understand the genetics behind inter-species breeding. They're breeders, not scientists. What they understand as how it's supposed to work doesn't necessarily end up how things work in practice. See: Gardevoir with anything in the amorphous egg group. No, miss/mister breeder, I don't understand how that worked either...
