Yes, I know they're both holding condoms, but there's a bit more context to this. It just seems out-of-left-field that this artist's interpretation of Cirno or Dai-chan show even the slightest interest in...you know...given the numerous yuri-exclusive imagery in hatater's portfolio. The furthest he/she went that could justify the use of a condom is the "Implied Futanari" in a select few posts.

Hatater doesn't have a set headcanon for each character, they change preferences depending on what he feels like that day. They've been straight, gay, and they've swapped waifus a few times. The implied futa with Utsuho, for example, was a joke that he slipped in there because he accidentally a word in his original English translation.
You can just go to imageboard and ask him what his thoughts were when he drawed this, people know English there. It's better than excogitate like this. I can say for sure that you are overthinking.

I think we can safely assume that Hatater Touhou characters are bisexual, like the implication that Sanae sleeps with men but is romantically involved with Kogasa.
