Actually, after thinking about it, I could just getting it confused with Hisahiko's Katsuragi, and Atsushi's Level 1 Zuikaku. Still, I feel like I've seen Kaga teaching a L1 Zui before...

Zuikaku (standard): White-and-red, no tasuki
Zuikaku Kai: Dark blue and brown, no tasuki
Zuikaku Kai-Ni: Dark blue and brown with a tasuki
Zuikaku Kai-Ni-A: White-and-red with a tasuki

Her top looks white and she has no tasuki, so she's un-kai.
