I don't recall Kyubei being evil but I do know Monokuma and Fav being huge assholes who do shit for their own amusement.

Kyubei isn't exactly evil, nor does he gain any sort of enjoyment at causing the girls misery, it's just his job to do it. But at the same time he does realize what he's doing is wrong. It's just that he needs the negative emotions for the grand plan of his race.

I'd categorize Kyubei as Chaotic Neutral.

I really don't think he really understands that what's he's doing is wrong. He just does not have the ability to empathize with humans at all. It's the equivalent of us harvesting plants to feed our families.
