Yeah, choosing to pick a fight, with or without knowing the odds you're facing is one thing (if Kasumi didn't bother to check the odds before pickinhg a fight, then it's all on her head if she loses and it would be a much-needed lesson). Your enemy calling in backup when their victory turns out to be not as certain as s/he believed it to be before the fight is a combination of blatant cowardice and a stubborn refusal to take the lumps from one's own blinding arrogance as a lesson for the future. I think that's part of why Houshou was so pissed off: Isolated-chan was refusing to learn from her mistake and instead plans to cheat by blindsiding Kasumi with an unexpected gang-up; if she had instead demanded a rematch with Kasumi and brought those reinforcements to the second fight, Houshou would probably have let it slide... unless she brought in much older kids, which is a different form of cheating.

I don't think she is. Its just comedy and to prevent the plot from looping again. That, and as mama-houshou you are going to protect your kids above anyone else.
