It is too bad there is no source url for this. It seems to be a character Onyankopon with roots in mythology. Picture looks like from an artbook, so it could be from a game.

Artist is 前屋進 whatever that is in romaji. It's from a design contest for some game called Lord of Vermilion Arena.

IQDB search returns versions at this size on Sankaku Channel and Gelbooru, but that's it. I doubt either will qualify as proper sources.

Google image search for the character and game names turned up a smaller version here in an article about the LoV people holding a character design contest in 2015 for LoV Arena. It's shown as one of two examples of existing design images.

It might be from the artist's Twitter page, but there's no telling how far back one would have to search. (At least a year, presumably.)

No clue on the artist's name pronunciation from his Pixiv page, unfortunately. Best guess is Zen'ya Susumu.
