It's not though, I can't recall the correct term for them, but the ones she's wearing over her real panties are "show-panties" meant to conceal them. They get used by people who wear skirts as idols, competitive sportsman (like tennis) and who participate in other activities including lots of movement (like cheerleading).

Although I'm sure most would prefer to opt to wear shorts, spats or something else instead.

I think they're just called "shorts" "bloomers" or "panties" all the same.
