This might have happened with the spellcard rankings or the song rankings, maybe, but not in the character polls.
For the first three polls, Sakuya was the reigning champion and Reimu was behind Marisa. Reimu didn't start her first place streak until the fifth poll (2008). The lowest she's ever ranked is 6th in the third poll (2006).
