Unryuu class is different, because of their low resources consumption, and their in-game lines are more related to the buddhism more than poverty.

They don't even have aircraft, only AA gun without their Kai version ... In the 4 koma it is due to poverty more than buddhism too.

Well i'm pretty certain the IJN isn't the only one starving
