To be precise, girls can do that due to their hip bone structure, but males can't. Also yes, it's bad anatomy because if you sat that way, her thigh were supposed to rotate in, so how the soles of Megumin's feet drawn in that picture is nonsensical in anatomical sense.

Twist: she's sitting seiza and those are someone else's legs.
