Well, I think in this particular case is not that hard to tell them apart. Here is more like she is being a tsundere with a kuudere face. A light tsundere, if you will (opposed to more heavy tsunderes that get all red and flustered and start screaming "baka! baka!")

The differentiation comes of how this archetypes work: A tsundere pretends annoyance, while they actually enjoy something. A kuudere is more about showing no feelings at all.

So, if she says out loud "You're being a nuisance", then she is being tsundere.
A more kuudere actitud would be if she just said "oh, I see." instead.
