She could just be remembering or humming some tune and just innocently shaking along with it, or just having fun with her task. I've known plenty of people of both genders who actually *like* cleaning, and little things like this is how they subconsciously show it.

In seriousness, there have been motion lines on Fubuki's rear for most of the comic. The artist is probably just trying to focus attention to the shape of her skirt and detail of her panties. Either that, or she has very bouncy movements typical of super-feminine young girls in anime, where her hips will rotate and sway when giving even the slightest effort.

Not that that's a bad thing.
