Thats a range clock normally found on the deck of old dreadnoughts, it helps to train the turrets when orders are given for a "Seven o`clock bearing" for instance.

I still find that curved funnel rather strange for her 1921 iteration but at least her retrofit looked decent.

Does the "younger" tag really apply here? Aside from the shorter hair, Nagato appears to be the same physical age as her in-game incarnation.

I guess this would be... Nagato Lily?
