Souryuu would have been much, much better, because in canon IIRC she had breast envy toward Katsuragi, now guess how it will be here given KanColle Katsuragi is flat and Souryuu is stacked?

The problem with that is that, since this is based on the movies, there can't be a Souryuu Asuka Langley, only Shikinami Asuka Langley. Hence, Shikinami was the only possible choice.

They should make fun of that and have both of them alternate or show up and argue.
