This is a call back to Wild and Horned Hermit. Kogasa, as it turns out, is an extremely skilled blacksmith with a specialization in needles. Her needles are so good that even a quickly-refurbished one has Reimu and Marisa gawking senselessly at it while Kasen does all the talking. Her special orders, like this, are even more impressive.

Could be a homage to her Tatara name which mean the furnace for smelting iron and steel
