Housho is popular, but the devs are not hesitating to give her one yet.
Shouhou is mixed of lack of popularity (Hatsushimo might be worse) and didn't survive long in the war, so it will be hard/challenging for the devs to give her not unless she appeared in the anime like how Mutsuki and Kisaragi receive their Kai Ni. Unfortunately it is not good.
