I think the artist makes it unclear as to whether they were observing the character or they were describing the situation the character was put in by the artist themselves. It looks to me as if the sentence needs a definite descriptor rather than ending at just "...but", as no definite consensus can be made on whether the artist or Patche herself made her end up on the floor.

I feel a little bit guilty for being so amused by this. Poor Patchy-san!
